Bill: SB 64: Education expenses: School Choice Flex Account Act of 2025
Author(s): Senator Grove
Position: Neutral
Current Status: Senate Education Committee
Action: Pray (see specifics below)
Summary:
SB 64, known as the School Choice Flex Account Act of 2025, would create Education Savings Accounts (ESAs) for Kโ12 students in California. These state-funded accounts could be used for:
- Private school tuition
- Curriculum and educational materials
- Other qualifying educational expenses
Key Details:
- 2027: Launches for low-income families
- 2031: Available to all families statewide
- Tax-free: ESA funds would not be taxed
- Oversight: Managed by a new SCFA board
- Unused funds would return to the stateโs education budget
- Contingent on Voter Approval in the 2026 general election
Concerns:
- Government Control: Opens the door to increased regulation over curriculum, testing, and reporting in private schools and homeschools.
- Erosion of Independence: Even well-meaning programs can lead to long-term restrictions.
- Precedent: Once established, ESA systems can eventually affect even those who opt out.
We do not support ESA legislation, including SB 64, because government funds come with government strings. We believe these programs ultimately threaten the freedom and independence of private education, particularly homeschooling. Click Here to Read Our Position
