Summary:

SB 334 is a California bill aimed at improving how schools prevent and respond to sexual harassment, assault, and abuse. It would require the state to review and update student training materials on these issues, make them available online, and look at how school climate surveys can better address these topics. It also sets up โ€œTitle IX Sexual Harassment Safety Weeksโ€ in April and September, encouraging schools to promote safety, awareness, and resources during that time. Schools would be encouraged to hold activities, send out notices, and post information on their websites. 

The bill also asks for a review of disciplinary actions for students involved in sexual misconduct to focus on more rehabilitative approaches, and if these new rules cost schools money, the state would reimburse them.

SB 334 plans on using the training materials that were developed by the Redlands Unified School District as the base for their statewide program.


Concerns:

The bill states that existing law โ€œrequires public and private schools that receive federal funds and are subject to Title IX to post specified information relating to Title IX.โ€ 

Iโ€™m concerned that the conversations prompted by this bill, even if well-intentioned, could easily become inappropriate for children. While itโ€™s important to ensure students are safe and informed, topics like sexual harassment, abuse, and Title IX can quickly lead into sensitive discussions that many parents believe should be handled with more discretion or at home. Without careful oversight, this could open the door to conversations that arenโ€™t age-appropriate or aligned with the values of every family. I believe parents should be more directly involved in deciding how these subjects are introduced and discussed in schools.
