Summary:

AB 1454 requires all California school districts, county offices of education, and charter schools to annually report an inventory of their HVAC systems to the California Department of Education, including any updates made to meet ventilation and filtration standards. This bill builds on prior legislation (AB 2232) aimed at improving indoor air quality in schools and addresses findings that a significant portion of school HVAC systems are nonfunctional or in disrepair. By mandating this reporting, the bill seeks to enhance state oversight, support targeted funding, and ultimately improve health and learning conditions for students.

Families educating their children at home under the private school exemption would not be considered a โ€œschoolโ€ for purposes of this code section. These settings are first and foremost private residences (the primary use is as a home) and should be treated as such under the law. Therefore, they are not subject to the facility and reporting requirements intended for institutional school environments.

05/05/25 Gut-And-Amend: AB 1454 now relates to pupil literacy in public schools. It improves the training standards for school administrators in order to support good reading instruction. This bill will require new reading and English materials in K-8 grades by 2027 if the state reserves funds for it.
